das sagt doch klipp und klar, das mono-devel installiert ist
rpm -ql mono-devel listet dir alle Dateien des paketes auf .. irgendwo wird es eine ausführbare Datei geben.. diese dann aufrufen.
Du kannst dir auch einen Menueintrag selber erstellen (kmenuedit) oder ein Icon auf den Desktop legen.
Das hat nix mit KDE oder Gnome zu tun.
